POLICY STATEMENT

Preschool children (from birth to eligibility for Senior Kindergarten) and their parents/caregivers who reside in the counties of Wellington and Dufferin are eligible for Wee Talk services as mandated by the Ministry of Children and Youth Services. Children may be referred into the system in four ways:

  1. Through KIDS LINE, as part of the Growing Great Kids System of Care network. A central intake process is mandated by the Ministry of Children and Youth Services (MCYS) as one of the core deliverables of preschool speech and language (PSL). This ensures a single point of access for PSL.
  2. Through Healthy Babies Healthy Children (HBHC) who refer at-risk infants for follow-up contact by a Speech Language Pathologist at 6 months of age. There is ample evidence linking the early identification of communication difficulties with positive outcomes for children. Public Health Nurses in the HBHC program complete assessments of newborns and young children and are in a position to identify red flags for delayed language development. Partnering with HBHC staff is a sound strategy to identify at-risk children as early as possible.
  3. Through Inclusion Support Services. Inclusion Support Services provides supports around speech and language to childcare providers in the County of Wellington.
  4. Through a Community Assessment Team (CAT) assessment.

PROCEDURE

  1. Each referral will be recorded on an Assessment form to be used by service providers in order to record systems information.
  2. A file will be created for each referral.
  3. Each referral is entered into PSL ISCIS database as per PSL ISCIS procedures in order to ensure no duplication of referrals or records and to provide ongoing data to the Ministry of Children and Youth Services (MCYS). PSL ISCIS will serve as the centralized database for the PSL as directed by MCYS.
  • The child’s name will be entered into the search function of PSL ISCIS in order to ensure that the file does not currently exist, and to search for the child’s family to ensure this file does not currently exist.
  • ​If the family currently exists, the child’s name, date of birth and other pertinent information will be added to the family file and the child’s case will be opened.
  • If the family does not exist, a new family will be created and the child added as “active”.
  • If the child has a previous record within PSL ISCIS, this record shall be re-activated and shall continue as the child’s current record as per PSL ISCIS procedures.
  1. Referrals will be managed in the following way:
  • Inclusion Support Services (ISS) referrals shall be forwarded to the appropriate hospital for follow-up.
  • Children referred through Growing Great Kids (GGK) will be booked for an initial assessment as per Policy CA.93.01.104 Initial Assessment of Communication.
  • Referrals of infants through Healthy Babies Healthy Children (HBHC) will be recorded on the 6-month phone call database. In the child’s sixth month of life, the Wee Talk Speech Language Pathologist will contact the family through a telephone call in order to screen the child’s emerging communication skills. The 6-month follow-up date becomes the referral date.
